One can apply to universities in Germany, Canada, Australia, and Malaysia for higher education studies without requiring IELTS scores. Many also accept proof of prior education in English, the Medium of Instruction (MOI) certificate, or offer preparatory programs for entry into their universities. In addition to these popular ones, some universities will accept other tests, including the Duolingo English Test, PTE Academic, and TOEFL. Specific universities should be consulted by the students applying to them regarding any further language requirements. They can also ask about scholarships that do not require them to take an IELTS.
